Passed in April of 2013, the Multnomah County gun control ordinance with its long list of rules intimidates the law abiding from gun ownership just as baby boomers are becoming more vulnerable reaching retirement age. Joseph Powell charged by this ord for a loaded handgun in public. Pending court challenge to ord authority in incorp cities like Troutdale.
