All you need is..... scissors bleach plain tank top/t-shirt First if you're using a t-shirt cut off the sleeves to make a tank top. Dip dye the bottom of the shirt with bleach. Wash it out and let it dry completely. Then cut the part you bkeached into thin strips and tie a knot at the start of each of them.
